BMT Environmental Review
We’ve previously shared a number of resources on environmental review generally and on the current stage of the BMT Environmental Review specifically. Since our last update, our elected officials also held a community forum that produced even more helpful materials. We’ve compiled all of these resources here.
At our Annual Meeting, our intention was not to revisit the basics of environmental review. Instead, we planned to walk through how community members can participate in the Draft Scope of Work (DSOW) process and to highlight the issues the CHA has identified for neighborhood-wide comment. That information is included in this slightly modified version of our slide deck, which provides:
- A brief overview of the project, the environmental review process, and what is covered in the DSOW.
- A “how-to” guide for submitting both in-person testimony and written comments.
- A working outline of the CHA’s requests for modifications to the DSOW, including transportation-specific concerns and example of how CHA may present our comments
This is a work in progress, and we welcome any feedback at cha@cobblehill.nyc. Please note: The CHA is focusing its testimony on neighborhood issues where we can speak with authority and direct experience. This does not mean that concerns raised by other organizations or adjacent neighborhoods are not important — simply that we are grounding our comments in the areas where we are best positioned to contribute meaningful, accurate input.
How You Can Participate

CHA will submit testimony and comment on behalf of the organization, but your individual testimony is equally important, especially if you can speak from personal experience or professional expertise.
- You can give testimony (up to 3 minutes) at the City’s hearing on Monday, Dec. 1st, 6pm, at Sacred Hearts Church, 125 Summit Street. Register here.
- Submit written comments through Dec. 11th by emailing espokowski@moec.nyc.gov.
